I feel youth in the villages have to get together and solve the problem on their own, instead of waiting for the Indian Govt. to do it for them.
Find Like minded people from the village who assume that there is a problem that needs to be solved and they want to solve it.
Form a co-operative body (like we have milk & Sugar co-operative societies) of 20 members.
All of them must avail a loan under the Prime Minister rosgar yojana which is 1 lac rupees and that can be given by DIC and Nationalized Bank. So you have around 20 lac rupees.
Build 3 tanks for water storage first one where the water is collected and allowed to settle the dirt in it by adding alum to it. The Second Tank, to treat it with Chlorine to kill all germs and then expose it to sun light to allow the chlorine to evaporate. Then use different filters to clean the water and store it in the last tank so that it can be sold to villager.
other option is to tie up with the Grampanchayat and sell it to them or take up the pipe line network on lease from Grampanchyat and supply water to the entire village and collect the water supplying charges on monthly basis so that they can run the show/ provide employment to the village youth/pay back the PMRY loan installment and interest/ pay salaries to employees/ share profits amongst the members of the co-operative body. This is how I feel that we can make our own village a self reliant village.

Filtered water not provided in last 65 years of independance to the common man of rural India
How long will it take for each villager in Independent India to get basic filtered water to drink when the water is available.
